[tournament-org] EGD-results-submission

Hi Geoff,

I thought this had all been dealt with before?

I brought it up at the Youth Committee in 2020 because I don't feel it's
ethical (and I'm surprised if it's legal, although I'm no GDPR expert) to
submit people's data (especially children's) to a database like this
without their consent (or consent of parents for children).

It was agreed then that all entrants needed to be aware that their data
would be submitted, that this would normally be a condition of entry to the
tournament, and that this would be the responsibility of tournament
organisers. Toby was going to make sure that all tournament organisers were
aware of this responsibility. Here is the wording from the minutes:
"Results of all Tournaments were published on the BGA web-site, and also
submitted to the European Go Database. This data was only name, club
strength and the results of individual games, It was emphasised that it was
the responsibility of individual Tournament Organisers to ensure that all
entrants were aware of this (it should be a condition of entry unless
exceptional circumstances arose). Toby would remind all Tournament
Organisers of this responsibility."

So I think this should have already been happening? I was surprised that on
skimming the tournament organisers handbook on the BGA website, I couldn't
find any reference to this (but I may have missed it). I feel that it needs
highlighting in bold right at the top!

I think the EGF idea is exactly right that getting consent needs to be part
of the tournament registration process, and that the person submitting the
data should have to affirm that they are confident this has been done
properly. I don't see how else it can be done reliably. I don't think just
putting a note on the BGA calendar is good enough, for a start many people
may enter tournaments without looking at the BGA calendar.

Thanks and best wishes,

Paul
