[tournament-org] Tournament fee and BGA levy not paid

We run an honour system regarding payment which Luis Sousa appears to be
abusing.

Despite repeated reminders which he has failed to acknowledge, he has paid
neither his Bar Low fee nor his BGA levy.

He won't be admitted to further tournaments at LGC

I hope until he pays us that you will not accept a registration from him,
either.
